經(jīng)核查調(diào)查，2006年6月，燃料油公司將40萬噸進口原油以“調(diào)和燃料油”名義銷售給山東濱化集團，中石油由此出現(xiàn)倒賣進口原油行為。多年來，中石油累計倒賣進口原油1.795億噸，共銷售給115家地煉企業(yè)，在此期間中石油集團主要領導嚴重失職失責。中石油倒賣進口原油違反《行政許可法》等法律法規(guī)和原油成品油管理相關規(guī)定，嚴重違反國家產(chǎn)業(yè)政策，嚴重擾亂了油品市場秩序，助長了違規(guī)地煉企業(yè)落后產(chǎn)能盲目發(fā)展，助長了一些地方違規(guī)審批地煉項目，破壞了公平競爭的市場環(huán)境，間接造成了國家財政稅收的流失，嚴重敗壞了黨風和社會風氣。
經(jīng)中央紀委國家監(jiān)委對有關黨組織和黨員領導干部失職失責問題認真調(diào)查，中石油黨組負有主體責任，燃料油公司負有直接責任，中石油有關職能部門負有監(jiān)管責任。中石油集團有關領導干部、職能部門和燃料油公司有關負責同志未正確履職盡責，負有相應責任。按照黨中央、國務院決定，有關部門對中石油倒賣進口原油問題依規(guī)依紀依法進行了嚴肅處理，對中石油倒賣進口原油違法違規(guī)獲利予以追繳。
